In the House of Commons last night, Mr. Childers, in moving the army estimates, said that, although there was still a considerable number of youngsters amongst the recruits, their character, physique, and intelligence were im proving. The results of the improved position of the non-commissioned officers were very satis factory. The army reserves now numbered 35,121 men. The scheme for the re-organisation cavalry would, he said, be postponed until next year. The artillery re-organisation scheme divides the home artillery into eleven fixed depots at or near the coast. The field and gar- rison batteries will be divided into groups. The militia artillery becomes Royal Artillery, and will be a junior brigade of an artillery district.

There has been a leak in Meyers. Boyd & Co.'s new dock on the Postung side for some time, we hear, and a few days ago the water increased; the duck on saturday hind 13 feet of water; but the leak was found, and stopped, we believe, and on sunday there was only feet.
A carriage accident took place in the Maloo near the Defence Creek, wo-day (the 271 inst between two catages. A pair of ponies ran away with their vehicle and came in collision with a broughan, occupied by a lady. The driver of the brougham, was knocked off his box by the force of the collision; the pony bobed and the lady consulted her safety by jumping out; she fell and unfortunately the wheels of the brougham passed over her. We are glad to hear that she did not sustain any very serious injury.
Nothing of much interest was done on the grass course this morning. We hear of a trial on the Sikiawei Read, of Mr. Kremor's stable. A gray with dark marks ran away from everything else; amongst the tried animals were some who had done good time on the curse, and one recently bogle from the Horse Bazaar after trials with all the other grittins, our taut says. We reckon 3. Kremor will be a favourite at the lotteries, as he well deserves to be. We hear a book- maker will lay only 1,000 to 75 against his griffin. A match is to take place on Wednesday morning at 7 a.. between the worst of Mr. Fungus stable anil the best of Mr. Ten Broeck's for 350.
The whirligig of time brings about some strange charges, The Rev. Hudson Taylor, of the China Inland Mission, has been appointed Interpreter at the Arsenal, in the room of the Rev. Young J. Allen, Thirteen years ago the China Mission's premises were destroyed by a mob at Yangchow, and sir Walter (then Consul) Medhurst took very energetic steps to procure redress. Mr. Taylor's rame then became famous. But the Gladstone Administration gave the Consul a severe snubbing for his spirited conduct. It is curious to see Mr. Taylor becoming a Chinese official after all. It reminds one of the lamb lying down with the lion. And to see a missionary of the Gospel of Peace taking service in an Arsenal! Mr. Taylor's career in China (which commenced, in 1854) has been truly spreading the Gospel by fire and sword, like a disciple of the Prophet. A fleet had to go up the river to Yangchow to overawe the Mandarins on his account in 1869, and now here

We are glad to announce that Mr. Reynell, who was "bucked" from a pony on the race course on saturday morning last, has recovered trom his injuries, and is able to resume riding exercise. We are requested to state that the pony Mr. Reynell was riding was one of his own, and not one connected with Mr. Kelly's stable.
The visit of the Inspector General of Custoins to shanghai has been often deferred, but we un derstand that this gentleman will positively ar- rive in Shanghai at the close of this month. He is expected here on the 1st of April, and will then proceed to make the tour of the southern -ports. It is expecial that several changes will be effected in the personnel of the Customs staff, as well as in the internal economy of the leading departments. Removals and promotions have already taken place in the subordinate branches of the service, and more are expected.
Mrs. Boyd and Co's lower dock, which is the largest in shanghai, has just met with an accident which will probably interfere for a time with the general working of the establishment. It appears that-e-izakage has taken place when will occupy some time to repair. We hear that the barque Chin-te and a brig, which were in dock, were partially filled with water. SOLDIERS' AND SAILORS' LETTERS. -Privates in H.M. Army or Navy. Non- commissioned, Officers, Bandmasters, Army Schoolmasters (not superintending or First Class) Writers or schoolmistresses may send half-ounce letters to the United Kingdom by mail rate of four cents (two-pence) cach, which may prepaid either in Imperial or in Hongkong stamps. By private steamer the postage is two cents (one penny).

LETTERS FOR THE UNITED STATES BY SAILING SHIP.
When it is desired to forward letters to the United States by a salling ship which is not noti fied as carrying a mail, it is only necessary to post the letters in the ordinary way, marked with the name of the ship, and prepaid 10 cents per half ounce as usual. The Post Office then undertakes the duty of obtaining notice of depar ture and despatching the correspondence. It is requested that the letters be posted if possible at least one day before the date fixed for sailing.
TEA MUSTERS.
Persons who send Musters of Tea through the Post in Tins are requested to have them made flat or square instead of round, as it is impossible, to pack round tins securely in the mail bags. Itis believed that the tea will travel more safely. flat tins, which are not so liable as round ones to
be bulged in. 4 by 3 by 1 inches is suggested
to the public. as unrivalled by any prepara tion ever produced for promoting the growth of the hair.
