PROPOSED CONSTITUTION FOR JAPAN.

The Japan Weekly Mail publishes the following Imperial Decree relating to the proposed Constitutional Govern- ment for Japan:

definite proposals will be submitted, otherwise they might fall at any and in the meantime a prospectus giv-moment, ing in detail a statement of the proposed changes will be shortly prepared and circulated among, the shareholders. It is very desirable that the re-organised Company should cominence busi neos on the 1st January noxt, and we are advised that to make the proposed changes in the constitution it will be necessary to wind up this old company and form a new one under the Limited Liability Act of this Colony. Gentle mon, the Canton Insurance Office was founded in 1836, and for a period of nearly half a contury it has enjoyed uninterrupted prosperity. We aro about to make a break in its history, to make a new departure in some parts of its organization, not however I trast to load to any solution of continuity in the matter of its profits. On the con- trary, we feel assured that if you will continue to your Committee and the General Agents the confidence you have so long reposed in us, and that hearty support to which we are mainly in- debted for the results we have achieved, we shall have in the future a career of as great success as that which we are proud to look back upon over the past. SOOKUMPOO MARKET.

The lato accident appears to havo been caused by one end of the tio benins in the roof of the northern shed being onton by white ants, and its bearing being destroyed, the whole truss foll, bringing down with it an Adjoining truse two hip rafters, and all the parlins and tiles supported on the two truises, also overturning three of the square stone pillars, as shown on plan in accompanyin sketch. The sketch in section also shows the position of the truss previous to the tie boam broak- ing.

COMMERCIAL INTELLIGENCE.

THIS DAY, ONE P.M. Banks have been in some demand since our last issue although the business actually transacted has not been of a very extensive charactor. A number of shares changed handa during yesterday afternoon at 112 per cent. premium; and at 114, without business at any intermediate price, some transfors have been effected this morning. The stock. is now quoted at 114, with nollers anxious to come to terus. Docks still occupy the same position so faras rate is concorned; but it would appear to us that the "bears" are for the time entisfied, so that we may expect something like a genuine and reliable mar- ket for these shares during the next few days. We have to report a fow salos at 30 por cont.. premium, but sellers have apparently ex- hausted the purchasing commissions, so that a reduced rato, and a healthior tone, would appear to be inevitable immediately after- the monthy settlements. Sugars are firm at 160, but nothing has been done since we last wrote. Both Steamboats and Hotels ato very quiet, while Fire and Insurance abarca remain in statu quo,·

The British gun-vessel Kestrel reports from Paracel Reofe, in search of wrecka; none found. Experienced severe typhoon on the 23rd inst., with loss of boats and damage to rigging.

This drawing shows the end of the tie beam had been previously weakened by being cut, and its thickness reduced from 6 inches to 34 inches in order to form a kind of tonou to go through a stanchion supporting the small roof over the passage. It had also been weakened by the holes bored for three iron bolts passing through as shown on sketch. All the other beans in the roof appear to be wonkened in like, manner on, the side adjoining the pas sage. The tops of the stone supports only measure eight inches square which allows of a bearing too small for a roof of some 25 foot spaù. As regards the prescit state of repair of the remain ing part of the building, I think two. other beams in the northern.slied are in dangerous state, boing injured in an exactly similar manner to the one already fallen. These two beams have had wooden shores placed under them,
