The foreign beggar problem in the Central district has been more or less satisfactorily solved, with foreign indigents being rarely seen in the area, which, but a few weeks ago, teemed with mendicanta, not- withstanding the fact that numerous hostels in the city, established by the Salvation Army and Russian benevolent organisations, were willing to take care of them.
