LONDON, Apr. 11. (Reuter)-The New York Times says that the chief obstacles to the German speed will be the British Navy, the Norwegian mountainous terrain and Nor- wegian forces.

"The British Navy, backed up by the French forces, is vastly superior to the surface strength of the Germans, and should be able to interrupt German porta and Norwegian ports in any move of consequence because German troop movements in preliminary opera- tions can best be made by sea."
