U.S. SILVER PURCHASE POLICY FAILURE SEEN

Repeal Of Act Probable, Says Handy Harman Review

Declaring that the United States' five-year sliver buying policy has falled to obtain its objectives, Handy Harman, well-mown sliver brokers, said in their review dated January 8 of the silver market that quotations and figures' show the probability of repeal of the Silver Purchasing Act of 1934. "We believe." the annual review of the firm said, "that those interested in silver should take into con- sideration the kellhood of such action by Congress in future and the effect of marked unsettlement which would be caused by with- drawing Government support."

WORLD OUTPUT

The review makes a prediction throughout the world. regarding the probable price of silver should the law be repealed. It declared the Act was of benefit to the United States silver mining Industry "But the Act's apparent failure as a monetary measure and the seeming Impossibility of ever attaining Ita avowed objec- tives may raise the question whe- ther it should be continued even for the sake of such benents." and particularly when consideration is given the cost to the United States of the subsidy paid abroad."

Based on the larger number of cars in use ka 1939, and giv- ing consideration to an 1m- provement in business. the statistical department of the American Petroleum Institute estimates that the use of gasoline in the United States this year will show an increase of four per cent over that for 1938.

This, of course, is based on the of 1:1 average of possibility 27,350,000 cars being in use during 1939, an. Increase of 12 per cent. There

JAPANESE ACCOUNT "In addition to the foregoing there were sales in London on the Japanese account, which we also consider of Chinese origin. Part

of this silver was in the form of bars refined in Japan and the rest in Chinese coin refined in London. Our estimate of such supplies in excess of Japanese mine produc- tion is 15,200,000 ounces

"Hongkong shipped about 3,000, 000 ounces of refined and unre- fined bullion to London and about 140.000 ounces of in to San Francisco. These accounts we ut- tribute also to China, making a total of supplies from that source 240,300,000 ounces."

The review said other supplies included about 35.000.000 ounces from Mexico and about 2,300.000 ounces imported into England on the Indian Government Account.

Handy Harman estimates 40,000. 000 cunces of Spanish silver en- tered the market for the past year and also understands the United States is buying.22,000,000 ounces of Siamese silver.

"We estimate the total United.: States acquisition in 1939 at 432; 200,000 ounces, 'the largest record- ed except in 1935 when the figure reached 534.900.000 ounces," the re- view, said.

"The total for 1938, added to, the 2,171,200,000 ounces on hand at the beginning of the year, amounts to 2.575.000.000 ounces, which repre- sents our estimates of the Treasury holdings on December 31 at the end of the past year, including coin in circulation," the review added

The review's estimates of India's consumption of silver, during the past year placed the figure at 14,000,000 ounces. "Our correspon- dents. abroad don't expect any im- provement in India's demand this year unless the price should be made cheaper," the review said.
