This is the result of the agree- ment reached between the Chinese Government and the Commen- wealth Government of the Philip- pines.
Previous approval of the authori ties must be obtained before the refugees' embarkation from China, and the Chinese consular authori- ties and the Chamber of Commerce here are held responsible for their return after the war,

WORLD WHEAT CONFERENCE PROPOSED
LONDON, Jan. 12 (Reuter).— The proposal to hold an inter- national wheat conference, which is linked up with the prospect of a international Wheat scheme, is understood to have met with general favour at the meeting yesterday of the International Wheat Com- mittee.

-It is expected that statements on behalf of various governments on the subject will soon be completed.
The memorandum, which understood to have figured pro- minently in the discussions yester- day, suggests, it is stated, that the minimum of the agreement should be five years.
The report of the Secretariat polats out that while it is too early to forecast the area sown with wheat for the harvest of 1939, it may be confidently expected that the area will be very considerably smaller than in 1938.
