Tokyo, August 18. A new loan of 397,000,000 yen to finance the war in China will be offered for subscription on August 22 by the Japanese Ministry of Finance, it was revealed yester day. The loan will bear interest at 3 percent and will mature in 17 years.

The postal savings banks and the Bank of Japan are expected to take over a large part of the loar, and a portion will be operi for publie subscription through the post offices(Transocean).
