Deutsch-Asiatische Bank's Report

Berlin. July 13.

The profound effect of the wark un imports and exports in China ire described in the report of the Deutsch-Astatische Bank in Shang- hal, which states that the out- break of the conflict occurred at a time when economic constructive activity was beginning and brought every form of business activity al- most to a standstill.

The arrival from the hinterland goods destined for export was almost suspended. Consequently. the purchase of imported goods was sluggish. particularly

of potential Large percentage buyers had Eed to the interior of the country

Owing to storage charges and supplementary shipping costs in the case of goods that had to be landed in emergency, goods had become dearer.

ነገ

TRADE INCREASED In the report it is stated that Import bills in part had to be pro- longed by the banks so that in most cases marketing of Imported goods could hardly have taken place without loss. Despite all this, however, and in view of the Brst favourable situation in the half year the total trade bad in- creased by about 9 per cent. It is moreover favourable that despite Imports of about 236 million yuan in 1938 the excess of imports over exports

about 115 million

yuan.

The position of British shipping, which is being run off the seas by countries like Germany and Italy, who seem able to pay enormous sums to run their ships at un- economic rates," was discussed in Glasgow recently by Sir Malcobu A. Robertson, former British Am- bassador to Argentina, when he spoke at the annual meeting of the Incorporated Sales Managers' As- sociation at the Empire Exhibition. Sir Malcolm said, that British shipping was not making any headway. It was in fact receding. nd that to a large extent was due to foreign competition and foreign subsidies, which were a very seri- ous and growing menace to fair

Ee trade throughout the world. Tondered whether the nation had riven full weight to that menacing background in international life.

We tried to run our ships on a ommercial and economie basis. The Germans - and. Italians and me others looked upon the build- ng up of a great mercantile narine" as a national interest and

ubsidised it accordingly.

Од

BASIS OF EQUALITY

A basis of equality. Britain could compete with any nation in 'he world on the seas, but it was impossible to compete against 3tate subsidies on a large scale. An important market which to s very large extent had been closed to Britain was China, where Japan' was widening her military efforts. Japan had assured us, dald Bl Malcolm, that she would always keep an open door, but we had had experience of that open door in Manchuria-It was a very wide open door, bat was an et for. British trade. Eritain was, there fore, in the process of losing oné of the most important markets for our goods, notably cotton "goods, and Manchester was also suffering from Japanese competition through cheapress of labour
