PHILIPPINE REVIEW

Language Of Philippines

The question of the national language of the Philippines has been settled. It is Tagalog. 'President Manuel Quezon has so an- nounced it.

But President Quezon's proclamation called Tagalog a "National," not an "official" language. English and Spanish will continue, to be the official languages of the Philippines, at least through the com- monwealth period preparatory to complete independence. President Quezon's proclamation complies with a clause of the commonwealth constitution requiring adoption of a national language, based on native forms. There are eight major languages spokeri on the archipelago. of which the three principal ones are Tagalog, Visayan and Пocano.

There was keen competition among proponents of these three. tongues. Tagalog, which has the largest literature of any Filipino language, finally won. It is spoken by less than half the Filipinos and is described as a Malay language, "small in scope and lacking in abstraction. but forceful." But it is the language of the Island of Luzon, and President Quezon is a native of Luzon.

Filipinos probably will continue to use English and Spanish after they have their. national language, just as the Irish continue to speak English, despite the revival of Gaelic. But it is a nice thing to have a national language, even if you don't use it right along. Nothing In Common

Dispatches from Washington hint that leaders in congress are waiting to get their cue from High Commissioner McNutt before de- ciding what to do about the newest move of Benator King for im- mediate Philippine Independence, says the Manila Bulletin. If such be the case, we are warranted in Jumping at the conclusion that Senator King might as well save the space in the Congressional Re cord required for the printing of his proposed bill

When Senator King gave out an Interview saying that "Filipinos seem unwise and almost foolhardy" to ask for immediate indepen- dence, but that they appear to want it and therefore he is ready to introduce a bill to give it to them, he struck a note which does not harmonize with anything which Mr. McNutt has ever done or sald to indicate his point of view. Mr. McNutt has given every indication of being an unqualified supporter of the theory that action should be planned and taken on the basis of what is right, not along lines that are unwise and foolhardy.""

We should be very much surprised indeed to see Mr. McNutt walking into a camp working for aetion admitted to be "unwise and almost foolhardy."

It is highly improbable that the King bill and the McNutt re- port ever will be. related. The record of King bills and resolutions is too well known to have any attraction for Mr. McNutt in the per- formance of his present task.
