It is generally assumed that the statement issued by Japan yesterday regarding her fundarmentat polley towards China does not represent the whole of the decisions reached at last week's numerous conferences, nor those of the Cabinet.

The Japanese, press stresses the necessity for consolidating Japan's Internal system spiritually, financially and materially first to cope with long term hostilities, and secondly to replen- Ish supplies and war materials against future contingencies.

The necessity is also urged for accelerating and strengthening Japanese relations with the oc- cupled areas and their regimes in order to ensure the perfection of Japan's preparations and arrange- ments and to eliminate General- issimo Chiang Kai-shek's resis- tance.

With the timely arrival of crack Chinese reinforcements at various points along the southern section of the Tientsin-Pukow Rallway, a major battle between the opposing forces is believed by competent, observers to be imminent.

Despite strenuous Japanese attempts at capturing Hauchow and cutting off Chinese communications along the Lungbal Rail- way, Chinese forces are Folding their own' ground firmly.

Small units of Japanese troops continue to hold Tsining at the railway station and its vicinity. Reinforced Chinese, troops, how ever, are rapidly advancing and it is hoped an encircling movement will put the Invaders to rout.

Large detachments of Japanese -forces, in the meantime, are rush- ed from the northern bánk of the Yellow River to replete their com rades on the Talipu section.
