"Slandered" Swatow
A side-light on the prevalence of rumour and scaremongering in the South is forthcoming from a special despatch from Swatow, comments the "N. C. D. News" Apparently the unfortunate folk of Swatow have been thrown into a state of panic by extraordinary press accounts of conditions prevailing in their midst. The accounts have found hostility in Hong Kong newspapers, thanks, it is alleged, to the assiduity of certain informants in Canton. Receiving these newspapers, the people of Swatow have somehow. arrived at the con- clusion either that they must be very unobservant or that Hong Kong has special knowledge of their own predicament. The result has been to present the 6watow authorities with a pretty problem in the handling of excited residenta some of whom hare gone ar far: as to ieek the amenities of Hong Kong in the belief that if the newr in the Hong Kong papers is not confirmed by past events it may easily be prophetic. Fortunately commonsense and a certain amount of counter-propaganda by the local authorities have restored Swatow to the semblance of calm which is its normal lot The suggestion that the Hong Kong authorities should be invited to use their in- fluence in the matter is sound; but circumlocutory. Surely. Swatow might have the audacity to give one or two of the editors of the Journals concerned a sultable exposition of the actual state of astairs. Responsible newspapers are usually only too glad to have first-hand. information of that kind and to check their other and less direct. sources accordingly.
Praiseworthy Calmness
There is much in this film that. A cheering sign of the capacity for Chinese and Japanese au- will fascinate the student of pay-thorities to combine in maintaining calmness in delicate circumstances chology and sociology, and to the has been afforded by the way in which the deplorable tragedy near average run of theatre goers there the Hungiao aerodrome has been handled. to be an issue of extreme gravity. His prompt and dignified approach to the Japanese Consul-General, Mr. 5. Okamoto and to the Japanese Naval Commander "received a generous response. It was highly in- dicative of the solicitude of the Japanese authorities for the pre- servation of Shanghai's calmness that no steps were taken to order specific action by the Landing Party. This, of course, reflects an admirable spirit on both sides, but the point deserves emphasis for It would be unfortunate if the presence of a concillatory attitude did not receive recognition as otherwise it might be felt such wisdom was wasted. There is no need, at the moment at all events, to dis- cuss the circumstances which so unhappily resulted in the death of two Japanese and one Chinese in the affray. The statement that the Japanese and Chinese authorities seek to settle it diplomatically is of prime importance. No doubt the discussions will lead fruitfully to the establishment of srrangements which will diminish the danger of a recurrence of such incidents and will more readily ensure here. the peacefulness so generally denired.

China And Relief
Once again the question of relief to be given to the victims in the conflict now taking place In China is exercising the minds of the local population, especially the Chinese, whose sympathy in these matters is well known. It is reported from one source that some $20. – 000 has already been collected and remitted to China, specifically for the purpose of giving fyller to those affected by the War.
Many have been the occasions when the philanthrophy of the local Chinese has been called upon, in connection with deserving causes in their motherland, not the least of which have been the fre- quent devastating floods with tells running into very buge figures and which aroused the sympathy, not only of the Chinese them- Naval selves, but that of other nationalities as well.

So frequent and so great have been the extent of the grants. of such relief by Malayan Chinese that their authenticity was ques-- tioned at one meeting of the Legislative Council and it was stated from the official' side that Government would not tolerate the dia- patch of funds to China if they were to be used to help one country to wage war against another.
