PHILIPPINE REVIEW
No Birth Control Talks
Mrs. Margaret Sanger will not be permitted to give lectures ort birth control in Manila, except when the audience is ümited to scientific men and persons who are not likely to "get malicious ideas" from the lectures, according to reports from Manila.
This announcement was made by Mayor Juan Posadas when informed that the leading American birth control advocate plans to conduct a campaign in Manila. Mrs. Sanger la expected here on October 4.
"I am strongly opposed to birth control," the mayor said, "I believe it is both immoral and impractical, especially for the Philip- pines. It is not a subject for open discussion. It Mrs, Sanger wants to treat it from the scientific point of view, she may do so, but orily in the presence of persons who have scientific interest in the subject I will not allow her to lecture on birth control to young. men and women, who go to such lectures merely, out of curiosity.
Mayor Posadas" objection to the preaching of birth control here closely followed announcement of the stand taken by the National Federation of Woman's Clubs which officially went on record as op- posing the movement sponsored by Mrs. Sanger.
Neutrality Of Philippines Under Study

Philippine customs officials last week prepared for the eventua- lity of a Sino-Japanese war when they started research and inquiry into the extent of the application of the United States Neutrality The neutrality act of congress was extended Act to the Philippines for another year from last January and covers the sale of munitions and war materials to warring nations.
This exploring of the American neutrality act as it affects the Philippines was believed promoted by the critical Sino-Japanese situation and the fact that Japan is an active purchaser of mineral ores which may come within the purview of the congressional law as prohibited.
Should the Fhilippines continue selling mineral ores to Japan in event of war with China, It was asked. The Philippine mining in- dustry is guring on selling a large portion of its stock of ores to Japan, at least such as iron, manganese, chrome and copper.
Secretary of Finance Antonio de Alas declared that Philippine attitude will depend upon how the United States attorney general interprets the Neutrality, Act......
