Bilateral Naval Treaties with Germany and Russia, "were signed at the Foreign Office this morning." The Treaties require ratification. It is taken for granted that all the outstanding formalities will soon be completed" and that by the end of July the London Naval Treaty and the bilateral Treaties will come into force. These two bilateral Treaties deal" with qualitative arms limitation and the exchange of Information and are based on the provisions of the 1938 Treaty certain deviations having been made from the provisions of that Instrument to meet the special requirements of Russia and Germany,

Bir Philip Sassoon, the First Commissioner of Works also re- ferred to the Spanish situation in a speech at Leyland, Lancashire, this afternoon. He remarked that as a nation and Empire we were deeply concerned in anything that might affect balance of power in the Mediterranean and added, "Our disinterestedness in the Spanish struggle does not and cannot mean that we disregard our own vital in- terests in Empire trade routes which pass through the Mediter- ranean. The Anglo-German Naval Pact of July 18, 1938, it will be recalled, provided that the strength of the German Fleet as measured in ton- nage be 35 per cent. of the British
Navy.
The Pact, however, did not con- tain any stipulations regarding category of ships or gun calibre, since negotiations on these ques Mons were still proceeding at the time between the signatories of the London Naval Treaty of 1930. -
TWO PACTS Germany, therefore, had declar- ed her willingness to conclude with Britain an agreement regarding these questions after acceptance of such an agreement by the other Powers.
Following the agreement between Britain, France and the United States in the naval pact of · 1935, the negotiations for a bilateral agreement between Britain and Germany. and Britain and the Bövlet, were started. -
