British Government's Plan

To End Deadlock

London, July 14.

The British Government's" plan for re-establishing the Non- Intervention control system round Spain and for ending the present deadlock is being conveyed simultanedily to-day' to twenty-six other members of the Non-Intervention Committee for consideration by their Governments. It is hoped the representatives will be in a position to express their Governments' views upon it at the plenary meeting of the Committee to be held on Friday.

The plan is about 1,500 words in length.

In drawing it up, the British Government have exercised full discretionary powers vested in them by the unghimous vote of the Committee. There have been no consultations or negotiations in regard to it with the other Govern- ments, and it is of entirely British authorship. The task has been

one of difficulty since it has in- volved an attempt to reconcile the conflicting views and at the same time to provide a system which could be effectively operated.

Mr. O. E. C. Marton held a watching brief on behalf of the Hong Kong and Whampoa Dock Co., Ltd, while Mr. J. T. Prior represented the 0.8.K. Insp. Hopkins, assisted by Det-Sergt. Es- tall, were present on behalf of the police.

STEEL STRIP FAILURE

The verdict of the jury was that the cause of the explosion was due to the steel strip with which the boiler was repaired in 1934. This fallure was due to the fatigue crack which would not be apparent at the half-yearly inspection. It could only be ascertained by cutting a piece of the boiler and submitting it to tensile tests. Whether the piece of steel forming the strip was or was not up to standard the jury could not say.
