CHINA REVIEW

The Heroin Capital ·

"The fact is now beyond dispute that the world source of illicit white drugs to-day is Chinn north of the Wall and some distance south thereof, and these areas are under direct or indirect Japanese control." This statement is contained in the annual report of the Central Narcotics Intelligence Bureau The writer is Colonel Russell. We shall not be guilty of exaggeration, however, if we add that of all the towns and ports engaged in this illicit traffic, the worst is Tientsin, says the "Malayn Tribune."

Tientsin is now regarded as the heroin capital of the world. A visit to the Japanese Concession in that city will convince even the most casual observer, that the entire area is but the centre of ane big enterprise--the manufacture of narcotics. Everywhere drug manufacturing plants, storehouses, and smoking dens are to be found.". Everywhere so-called singsong haunts, disorderly houses, hotels, and tea-shops are to be seen with an army of Japanese, Korean, and Chi- nese girls ready to prepare an oplum pipe, to load a heroin cigarette, or to fill a cocaine needle for any and every customer.

Besides preserving sufficient stock for local consumption, large quantities of these drugs are smuggled to foreign lands, especially to America, where much higher prices are offered for them. We often hear of the “Big Money" market in the United States, because a pack- age of heroin which costs $350 in Chinese currency can be sold for $500 U.S. currency.

Humanity Plea

In view of the fact that most of this Chinese (in fact Japanese) neroin reaches America by way of the Buez Canal, Colonel Russell recommends tighter control of the Canal zonë, and closer co-opera- tion between Egypt, Britain and America. "The world should not be repoisoned," the report continues........ “solely and entirely for the monstary, profit of a mob of international rascals living under the protection of the political chaos of the Far East.”

The Chinese Government is now working hand in hand with the- League of Nations" Commission of Inquiry, to save the nation from the clutch of this deadly poison. The planting of poppy is strictly' prohibited; anti-opfum clinics are established throughout the coun- try; and even drastic laws are enforced to the extent of the death penalty or Chinese pedlars and incurable addicts.

Will China succeed in her honourable endeavourt? The futility of these methods is at once äpparent when it is realised that she is unable to interfere with Japanese or Korean pedlars. Those who are

They are either released, or only given mild sentences.

Here again, the controversial topic of consular Jurisdiction is Involved. China, in spite of her ardent desire to wipe her territory of this narcotic menace, is not in a position to do anything until the question of "extrality" is finally settled.

Construction of the Kwang-Mei Railway, an abbreviation 'for the Canton-Meihsien line, will begin early next month, according to a Government mandate lasued jointly by the Ministries of Finance and Hallways.. Loan bonds to the value of £2,700,000 have been sanctioned by Nanking. They bear interest of six per cent, per annum, and the whole amount is to be redeemed after thirty years..

It is understood that the surplus salt revenue in Kwangtung province will be set aafde as sinking fund for the payment of inter- est of this loan. In case of insufficiency, the Ministry of Finance will make good the deficit accordingly. On the other hand, the Ministry of Railways will be responsible for the repayment of the principal This fund is to be derived from the receipts of the railway itself after its completion.

In view of the cordial relations existing between Britain and China, and of the activities of Dr. H. H. Kung, now in Londen, in negotiating with leading politicians and financiers, it is most probablé that, of all the foreign nations, Great Britain will take a leading role: In financing the future economic developments of China.

This is particularly true in the case of the Kwang-Me! Rall- way. From authoritative sources, it is reported that British capital

will be employed in its construction. As a condition. China will have

to purchase all the necessary materials from Britain.
