Japanese whalers have made a great advance in the Antarctic in recent years. In the event of their programme being realized, they will prove a great rival of British and Norwegian operators who have been virtually monopolizing the Antarctic Krounds in the past. Germany has also been pushing a large scheme. In order to protect their interests, therefore, both Bri- tain and Norway are anxious to conclude an agreement with other countries, restricting the number of whalers, the period of operations and the number of the catch.
