At the outset of what is almost bound to be a critical year's diplomacy in the major European relationships, important changes or shiftings have been made im the persons holding certain key positions on the British side.
There are to be new Ambasan- dors in Berlin and in Paris. There is a new head of the Central De- partment in the Foreign Office, upon which falls the duty, among others, of informing the Secretary of State about Anglo-French-Ger- man relations. That post was ad- mirably held by Ralph Wigram. whose untimely death on New Year's Eve robbed the country of one of its greatest diplomatic as- sets for the task immediately ahead. As if to soften the blow he is succeeded by Mr. William Strang, whose mowledge of French and German and of France and Germany will go far to all the breach.
The transference of Sir Eric Phipps from the Berlin to the Paris Embassy is an event of great Importance. No man has a grea- ter knowledge, gleaned at first- hand of the prevailing political thought in Germany. Few men living have a greater knowledge of France in all her aspects. The combination of those two quali- fications in itself gives to Sir Eric Phipp's new appointment an ex- ceptional Interest.
