The Committees of the Hong Kong General Chamber of Commerce and China Association (Hong Kong Branch) gave a tiffin yesterday in honour of Mr. Herbert Phillips, C.M.G., O.B.E., who is passing through the Colony on vacating the post of H.M: Consul-General at Canton and proceeding on leave to England before taking up his new appointment Consul-General at Shanghai,

The Hon. Mr. S. H. Dodwell, who presided in the capacity of Chairman of the two Committees, expressed in vigorous terms the strong feeling which exists in the Colony at the unfortunate turn of events which has resulted in the almost simultaneous transfer both of a Consular Officer and a Colonial Governor who had both rendered exceptional service.

Mr. Phillips, in his reply, agreed with the Chairman that the transfer of Sir Andrew Caldecott was a very great loss: he diplomatically added that he could only asstine specially difficult probléma in Ceylon required a very special Governor like Sir Andrew to deal with them. He added that his Chinese friends in Canton have also expressed their keen disappointment regarding the matter.

Hankow (By Mall): New plans for improving the Canton- Hankow Railway have been worked out by the railway authorities.
