It was the young Rudyard Cora-Dear's Kipling' who popularized the idea that Suez was the gateway of the East, once inside which a man could raise a thirst and live un troubled by the Decalogue. Had he composed "Mandalaya generation later he might have written "Ader" for "Suez," and no one would have found fault with his preference. At Aden. in fact, there begins that East which most British soldiers, mer- chants, and oficials know best,
for it is in every sense the outer gateway of India. Every India- ! bound vessel, King's ship or car- go boat, tanker or tramp, must pask its red-brown rocks on her way to Kajebi or Colombo or Bombay, and at Aden the travel- ler first sees Indians in number: and can contrast their chanting, slightly metallic, speech with the rough explosive Arabic. For nearly a century the administm- tion of the Arabian port testified to its Indian connections. Its annexation in 1839 made it a de.. pendency of the Bombay Pre- sidency, and ultimately of the Government of British India; and until 1917 its large hinter- land inhabited by Arab tribes was under British Indian protection. But with the transfer of the con- 'trol of its relations with these tribes to the British High Cop- missioner in Egypt began a process of separation the last stages of which were recorded recently,
The transfer of Aden from In- dias to Imperial control under the new Constitution is formally recognized in the Aden Colony Order which has been laid before Parliament, together with the Draft Instructions to the Gov. ernor and Commander-in-Chief of the Colony. Such draft in- structions are not usually sub- mitted to Parliament before. issue. In this case it has no doubt been deemed advisable to reassure the Indian traders of Aden-who agree with the Araba in wishing it to remain free port.
