"I do not doubt for a moment that Abyssinia will emerge victor from the present war, since the Italians will never be able to overcome the increasing difficulties arising from the clim- ate, the deficiency of water and the inaccessibility of the try," was the statement made to the Hamburg "Fremdenbatt" by the Swedish General Virgin, the former Military Adviser of the Negus, who arrived here on his way home after having left Abyssinia for reasons of health.

The General stressed that the strength of the Abyssinian Army was unimpared, the Nexus having already in August last given strict orders, in order to avoid any complications at the frontier, to let the Italians Invade the country so as to show the world who was the aggressor.» ^>

PEACE PLAN EVOLVED STATEMENT BY

*The London Naval Conference Is quickly coming to grips with the major issues. This is evidenced by the fact that the first business to-morrow is expected to be the British proposal for quantitative "Imitation of various categories of

These proposals w probably have the United States backing. but are bound to be opposed by the Japanese. whose insistence of parity with the United States wa announced when a similar proposal was put forward last year at a preparatory conference.

Commentators are busily dis- cussing President Rosevelt's let- ter to Mr. Norman Davis, writte last year, suggesting a twenty per cent, cut in all navies. But it is t understood that although that is what the United States would like to accomplish, the American dele- gation has no intention of pressi: the subject at present,
