In pleading guilty to the charges the accused in a statement sald that on "the day in question he drew a ticket for $651 in a Shang- hal sw.ep. When he left the Club he went to find out the Interport score before returning to his boat! When he went on board he was in an absent minded mood and in stead or saluting Captain Budgen he raised his uniform cap a thing

which he had performed very

often. Later he went to the Hong Kong Club and retumed, to his ship at about 7.15 p.. and not having an appetite he had an ice caffes and then went to bed at 10 p.m.

..

"I am convinced that although I had a lot to drink that day I could still do my duties; I very much regret the whole affair," stated the accused.

The Court refused to accept the plea of guilty and proceeded to call evidence.

THE EVIDENCE · Captain Budger in giving evi- dence stated that as he was stand- ing on shore he saw the accused get off tax and walk un steadily. Accused looked at him in a bewildered manner and raised his cap instead "of saluting.

4

On returning to his ship be re- ceived a report from Eleut. Comdr. Scott, First Lieutenant, and gave Instructions for the accused to be placed under arrest for investiga- Lion as to his sobriety.

Shortly after 7.15 p.m. witness' attention was drawn by the officer on watch to the fact that the ac- cused was again returning to his ship in mufti.

Accused-Why was I allowed to go ashore if I was thought to be "drunk already

drinking the health of President Manuel Quazen. The toast was acclaimed amid cheers.

Mr. Luis Peralta in a very an- propriate speech-said that a new era in the history of the Philip pines had dawned-one that they all could be proud of because. it was a clear indication that the Filipinos had been adjudged, by the world in general, and by the United States of America in par- ticular, that they are capable of managing the affairs home country.

In Senor Mamel Quezon, the speaker added, the Commonwealth of the Philippines has an able leader. There was no doubt in the minds of all Filipinos that Senor Manuel Quezon would guide the destiny of the country with signal success Full Independence would come in the next decade. but what of that! It was he add- ed, a short space of time and, in the interim, with such an able

der as Senor, Manuel Quezon. the country would march on to happiness and prosperity.

The following message of con- gratulation was sent to President Quezon: "We are with you to-day in spirit and we congratulate you and other commonwealth officials. and pledge our loyal support and co-operation for the success of commonwealth.” Filipino IC- sidents.
