History Of Opium In China

The following letter was written to the editor of the "Times" by Sir Richard Dane:--
Sir-With reference to the in- teresting article in "The Times" of June 27 by your Correspondent in China regarding the scourge of opium in that country and the policy adopted in regard to it by Chiang Kai-shek, you may be glad to have some further information regarding the early history of the subject.
The anti-oplum campaign, which resulted in the cessation of the export of Indian opium. to China, was begun in September. 1905, and was vigorously prosecuted by the Imperial Government until the Revolution in 1911, and after the
Révolution by the Government of Yuan Shih-kal; Drastic measures
were taken, then as now, against op:um-smokers; but it was soon re- alized that the forcible prevention of the cultivation of the poppy was the only way by which the country could be freed from oğlum and the Indian 'oplum trade could be term- inated. The violent measures taken for this purpose against cul- tivators were for a time amazingly successful.
The home of the poppy in China. is the Western and North-Western "Provinces, where the climate, and soll are suitable for its cultivation, and the portability, of the manu- factured article gives it a great commercial value. Chinese records show that in Yunnan the produc- tion of opium amounted to several
thousands of chest a year at the time when the proposal to legalize the foreign opium trade was under consideration in 1836. In the early spring of 1915 I marched through the heart of the oplum country in Yunnan and several rural districts In Szechuan, and saw no poppy cultivation. It was cultivated in the Shan States and in the hill country inhabited by aborigines, but in the plains cultivation had been temporarily suppressed.
It is much; to the credit of Yuan Shih-ka' that although he was in „financial difculties, he maintained the policy of prohibition and did not attempt to make money out of oplum He received no assistance from the Maritime Customs re- venue, which after the outbreak of the Great War was insufficient to meet the heavy charges of the Boxer Indemnity. The nominal amount of the reorganization made In May, 1913, by 1ks represen- ting five Powers ↑ *£25,000,000, but the sum actualy received in cash by the Chinese Government was less than £12,000,000. But with the aid of this money Yuan restored law and order and gave the country peace for two years. The administration was carried on and the Boxer Indemnity instalments. were paid from the revenues obtain- ed from the salt tax. the railways, and other native sources. Untli Tsa! As revolted in Yunnan In December, 1915, the authority of the Central Government was res- pected throughout the whole country; and this made it possible to maintain the optum prohibition polley.
After the death of Yuan Shih-kai in June, 1918, the authority of the Central Government under the Presidency of Li Yuan-hung was for a time respected; but Ll quar- relled with the Northern generals in May, 1917, and chaos followed. In the chaos the policy of prohibi- tion collapsed and the poppy was once more freely cultivated as a source of revenue.
