Mimic naval "wars" on an un- precedented scale are planned for the present year. Every fighting fleet of importance plans to carry out manoeuvres. Some of these appear to have a definite strategic significance, and will differ from actual combat only by reason of the guns not being shotted. Al- together nearly 700 warships, 1.000 aircraft and 350,000 seamen of seven nations will be engaged the various exercises.
