London, Dec. 15. Mr. Richard, Austen Butler, Under-Secretary, who was born in the Punjab 32 years ago, had the distinctive in the House of Com nions recently of, enunclating the Government's plans for giving the State of Burma autonomous rule and Independence detached from the rest of India.

The House was again debating the India Bill and Mr. Butler Igoked almost boyish as he stood ut the despatch-box in front of the Treasury bench and gave, vision of a new democratic destiny ..for, Burma.
