London.
Recruiting for the Regular Army has appreciably fallen off in the last few months. The year began well, but a decline set in and the present weekly intake is pot suficient to provide the 7,000 recruits still needed by the end of March, if the required total of 27.000 for the recruiting year is to be attained.

or of Kipling's 'Soldiers Three, the Adjutant-General added. "Those days have gone. The old deer-swilling soldier no longer exists. Three-quarters of the men åre teetotallers, and the old canteen has given place to a comfortable, well-run institute, more like a club than anything else. But discipline in the Army was not of the old rough and ready kind. He did not say one would not meet an occasional bully, but on the whole the discipline in the Army to-day corresponded to the ideals of the Boy Scout movement.
