Codes Signed By Roosevelt
Washington, Aug. 19. After an intensive week-end drive the administration succeeded in ob taining agreements on codes in three basic industries-steel, oil and lum ber-which President Franklin D.. Rowevelt signed to-night prior to his departure for Hyde Park, New York.
It was estimated that the three codes would result in the employ. ment of 106,000 persons on new jobs in those industries.
The administration also sought to obtain a code for the soft coul industry before Roosevelt left the capital, but ar agreement was not reached Substantial progress was mada. on the code, however, "while. the sugar interests came to a ten- tative agreement on a sugar code. which was submitted to the agricul tural administration for approval. General Hugh S. Johnson, direc- tor of the national industrial re- covery administration, worked.. al- most all night Friday and continued high-geared pace to-day to get the codes in shape.

TE steel code was approved in a midnight conference. Johnson then unavailingly sought to induce but had coal operators to agree, better success with the lumber in. terests. Later in the day, the 'con- troversial oil code was obtained.
In the meantime Johnson obtain- ed acceptance by manufacturers in the garment making trades of the! principle of collective bargaining, with the result that 60,000 striking garment workers in New York and neighbouring states will return to work Monday.
To Help Working Classes. Hearings on the garment indus- tries code will begin Tuesday, with Johnson holding high hopes that the conclusion of the code will im- prove the lot of United apparel worker to a "place unexcelled any- where in the world. The plan calle for a 35-hour week with sweatshops eliminated. "
Johnson's efforts during the past 48 hours were viewed as stupende- ous because of deadlocks over the coal, oil and steel codes.
The steel code was an agreement which will be effective for a 90-day trial period. It provided for a 14- hour week with a minimum wage of 40 cents an hour.
The lumber code included regula- tion of the industry to prevent prices below production costs.
Minimum wages in the lumber in- dustry, based in a 44-hour week, were fixed at from 2 cents an hour. in the South to 45 cents in the north.
The Oil Code.

Asia Lands, Limited, has recived the following report from their New York correspondents, E. A Pierce & Co. Today's market indicated that it may remain somewhat of a trading affair for awhile. There are some- signs that action may be taken along the lines of expanding credit in the near future but there is nothing definite on this. Wheat: Eastern buying, on revived belief in inflation, caused early strength. The North West movement is increasing. The weather is favourable. Receipts have been liberal. Pegged pricea reduces interest. Foreign news is not encourging. Rys continues to rule firm. Cotton: Values advanced in sympathy with stocks. Offerings were scarce. The advance attracted long liquidation and hedge selling. The weather is mixed. Mills are curtailing operations pending the evolution of the N.R.A Silver: There is a volume of September witching to December: and March Buying by the Trade and Foreign houses formed the principal demand. Speculators and Commission houses sold. Business Done: 2,380,000 shares.
