Dr. Nitobe On Economic War

Banff, August 15. The steadily increasing economic conflict between dations reflects a growing spirit of intolerance, Dr. "Osaka Inazo Nitobe of the Mainichi," said to-day before the opening session of the Institute of Pacific Relations. The growth of this struggle is deplorable and din gerous, he continued.

A reasonable amount of adjust- ment in the Intercourse between "nations is necessary to meet the needs of varying cultures but ex ressive restrictions and unwise "at- tempts at adjustment defeat their own purposes," the speaker said. "Excessive self-sufficiency is the Unless danger that lies ahead.: this economic warfare that is being conducted by the more fortunate nations is ended, those more un- fortunately situated will begin guaranteeing their own economic security by adding outside territo- ries to their political orbit."

Dr. Nitobe was evidently refer- ring to the additional tariffs impos. ed on non-British goods in Great Britain's colonies and to the econo- mio programme in the United States which provides for exclusión of foreign goods if such measures.. beconte necessary to protect Ameri- can manufacturers.

Dr. Hu Shih, one of the Chinese representatives deplored the naval rivalry between nations. He de- 15/clared that the building pro gramides undertaken by the United States and contemplated by other nations,, will tend to undermine the peace machinery that has been built un through decades of hard work. A few years ago the "nations were urging the scrapping of implements of war and now they are bent upon scrapping the implements of peace, he said

Problems to be Shelved,

Unless delegates themselves force some of the more controversial questions affecting the Far East into the open, the present session of the Institute is likely to be a dull affair.

of

The traditional friendship Canada and the United States ap- peared to be about the only ques- tion that was not hedged about by certain limitations,

pro-

Talk in the, lobbies, however, indicated that the Institute leaders had attempted to form -gramme that would eliminate heat- ed debate. Relations between China and Japan kre such, some of the delegates said, that some issues should be avoided if possible. Unlimited debate on some phases of the Far Eastern situation might threaten the life of the Conference, they said...

Russia's position in the Far East will probably not come up for extended discussion · becauss ""the' Soviets have no representatives here. The Canadian laws do not permit the entrance of communiste.

It is possible that there will not be an extended discussion of Man churia," although some delegates aro pressing for it-United Press.

Axis_Lands, Limited, has recaived the following report from their New York correspondenta, E A. Pierce & Co. The feeling appears to be grow. ing more hopeful regarding the immediate future, stimulated to some extent by renewed talk of what might be called inflationary measures. Nothing indicates that drastic stops are contemplated against the seemingly general satisfaction" felt over the way in which business affair are progressing.Wheat: Mostly a local market. The weather is favourable. The Winter wheat market is small owing to à lack of export business. Winnipeg and country receipts are large. Foreign news is bearish, except as regards the Argentine weather. Cotton: On better cables a bulge attracted Southern selling and prices ensed ona poor demand. Rallies were temporary and the sentiment is mixed. The market shows an irregular disposition, awaiting developments. There is more talk of rapidly increasing weevil infestation. Silver: Sales amounted to 163 contracts, much of which consisting of switches from September. Banks and foreign interests did a little scattered speculative selling,

Business Done: 1,660,000 shares.
