We have no carried through the enormous work of reconstructing the dykes on the Yangtsze and other rivers destroyed by the 1931 floods. Five thousand miles of embankment were built, and the dykes have been so strong that the 1932 foods made not a single breach in them; the area devastated by the 1831 floods. the home of 43,000,000 people, last year had bumper crops.
