FUNDS BARELY SUFFICIENT FOR ONE MONTH'S RELIEF

Singapore, March 25.-The funds of the European Unemployment Fund have fallen so low that the balance they now have in hand is barely sufficient to meet .one month's demands for relief. This statement was contained in a lot- ter which Mr. John Bagnali read fnet. The to the members of the Singapore Chamber of Commerce at their annual meeting, in the Exchange Room.

Mr. Bagnall said he had been asked to make an appeal to the members on behalf of the Fund. The letter he read was addressen) directly to European firms and business houses, who were asked to lend their support to the Fund to enable them to carry on the work of relief for the unemployed Euro peans:

The Gangsters' Latest,

Chicago drink racketeers, search of alternative employment when Prohibition passes, are turn- ing their attention to what is known as" the trade union racket."

The technique is simple, and de pends on the fact that most of the effective American unions are local in character.

The gangsters approach the exist ing union officials and take one of three courses: (1) they buy out the fficials, (2) they onrol them in the gang, or (3) if the officials prove completely recalcitrant, the gang-t sters "bump them off."

in

The initial acquiescence of the employers is secured by arranging a small preliminary reduction wages. Any opponent is drastically dealt with.

Once the system is established, the gangsters take a double "rake

off."

The first is a payment from each member of the union. This is parti- cularly easy to collat now when -jobs-and-un-donroer
