MR. M. K. LO ON REFUSE REMOVAL:
REPLY TO H.S.D.
POINTED
DR. BASTO SUPPORTS MOTION WHICH IS CARRIED,
There was a strong difference of opinion yesterday at the meating of the Sanitary Board when Mr. M. K. Lo.proposed a motion relative to the type of lorry used for refuse collecting in Hong Kong, and the time when such lorries were sent through the streets of the city.
The Head of the Sanitary Department, Mr. G. R. Sayer, gave several reasons for asking the members of the Board to reject the motion and in doing so drow the attention of the Board to the existing Chinese houses in the Western districts of the city, most of which, according to figuros which he quoted, were nine. teenth century houses.
Mr. M. K. Lo replied to the Chairman's objection and on the latter putting the motion to the vote, it was carried by six votes to three.

In that issue there is an article, with illustrations, entitled "Modern Menns for Public Cleansing," being advance particulars of the exhibi- tion and demonstration in connec tion with that week's Cleansing Conference in Manchestor, The types of vehicles are various, sonte of them are driven by electricity with hydraulic tipping rams: some are equipped with a ram capable of moving along the length of the compartiments, and of compressing into as small a compass as possible the bulkier and compressible refise: but all proceed on the principle that the vehicle should be dust proof, the opinion being expressed. claowhere in the same issue that refuse collectors with open bodies "inevitably doomed. demonstration, of their abilities.
As regards the hours of collee, tion, I have received strong com- plaints from people who ought to know, that it is absolutely disgrace- ful to have lorrios stationed outside or near places like Lane, Crawford's Cake Shop in King'e Theatre' Building, with refuse flying all around, in the busiest hours of the day, namely, between one and two p.m. I asked that lorries should not be stationed outside places in which food is exposed for sale, nád H.S.D. replied that no discrimina- tion is made in, this respect, and that it is not proposed to make any. But the two reasons ho gives as justifying this attitude scem to no to be singularly unconvincing.
Mid-day Collection.
I realise that it is very desirable that there should be two collections in the town proper in the twenty- four hours. But I submit that the second collection should not com. mence at 1.30 p.m. in the centre of the town. I do not wish to be dogmatic na to the ideal time to commenco the second collection, but, I have been informed that any arrangement which would obviate the collection about 1 and 2 p.m. is preferable to the present, ar rangement, and I suggest that the 'second collection should commence about 6. And I feel sure that if the H.8.D. were publicly to invite an expression of view on this point from those affected, it would be readily forthcoming.
As regards dust bont stations, I agree that as long as the present antiquated type of lorries are used; it is imporative that such stations should be established on the sen front as convenient points so as to avoid long journeys through the strecta. But these stations in them- selves are a source of great puis- ance. If and when dust proof vetricles are introduced I hope that one central station may ba selcet ed night out of the town, as there would be no objection in dust proof. vehicles taking a little longer time in getting to the station,"
Covers for Lorries.
As regards the type of lorries 180d, I understand the H.S.Di reply to me to stean that none of the existing lorries is provided with covers, and I subinit that this fact alone condemns the existing a rragements. I need hardly fabour this point because most of us must have had the ixtremely unplet
cap.
