The fact must be fneed that there were Bany Continental nations that woudl only agree to reduction in pioportion as they were -given security against attack. He begged the leaders of the peace movement in this country to realise. this fact, for it might bothe turning-point between success aud failure. This was at the bottom of the Italian demand for tarity and partly at the bottom of the German demand for equality. If they lived in a Continental country with ex perience of invasion he was satisfied that the trent majority of the people of this country would be as much in favour of security as any
