ALLEGATIONS AGAINST THE LOCAL AUTHORITIES.

A correspondent from Swatow sends us the following full account of two recent incidents in Swatow harbour, First of all he describes what is called "the French incident," in which a Chinese lost his life is related, and then an affair in which an American sailor aboard the United States as. Dryden was killed. Our correspondent adds: As an indication of what is apparent 1y the Chinese official conception of "absolute equality," the fol towing should be enlightening."
