Atlanta, Georgia, Det, 27-Dr. Will Durant, the well-known po- pularizer of science and history and author of best-sellers in these folds, to-day, advocated the ostal lishment of a "Civil Academy" which would rival the present An- napolis Naval Acadeiny, and would train public civil servanta thoroughly us oxisting institutions and train youths for the naval military services of the country. Such an Academy, Dr. Durant declared, would largely eliminate the evils of machine rule in American polities, and it would atso, if accompanied by suitable legal safeguards and provisions for appointment, remove the mennee of spoils ersten" appointments by the political party in power.

Efficiency in governments would be greatly increased by such a plan, Dr. Durant said.
