Ingibbons Stamp Monthly for the current month it is reported that a suggestion has been made for a British Empire Philatelie Exhibition to be held in London next year. In the opinion of the publishers, which they think will he shared by both collectors and dealers, thero have been far too

A Penn-Gray Museum. Five weeks ago we became really alarmed when the old cottage at the entrance to the churchyard was offered for sale by its owner, Miss Jackson. It was going to be a ten garden, so we hurriedly called a council of war and undertook to buy the cottage, with six acres of land, for £3,000. A reposit of £300 has already been paid,"
This 14th century cottage has been turned into a temporary museum of Penn-Gray relics, for, which 1s admission fee will be charged, and it will be the headquarters of the Society.
"We have three years in which to carry out our object," Mr. Mobbs continued. If in that time the money is not forthcoming, the op- tions we have will fall through, the rugged elms and yew trees shade will be replaced by red-brick villas. The Moping Owl will indeed have cause

Appeal to Americans. July 25 people have so far been approached, but appeals are being Hent to 6,000 prominent people in America who are known to be in Lerested in the preservation of his torical places in England. Mr. Noel Mobby himself has subscribed £1,000. Life membership of the Pen-Gray Society is obtainable by n donation of four guineas or an annual subscription of one guinen for five years.
Writing from the standpoint of collector, it seeme to me that greater importanco attaches to the organisation and results rather than to numbers. Whether the suggested exhibition be held next year or four years hence, the great est endeavour should be made to organise it on lines such as to make it worthy of the term "Philatelic Exhibition."
To accomplish this a standard of exhibit, in no matter which class the exhibit is to be applied, should be maintained and enforced. On Somerset Rivers' account of the Antwerp Exhibition, as stated last week, it cannot be argued that much stuff was exhibited which had no just claim to exhibition, and to keep up the dignity of British philately an exhibition of moderate proportions is more desirable than a ponderous show of hundreds and hundreds of thousands of stamps ranging from the commonest of present-day issues to the rarest of early issues. It is feared that philatelic exhibitions will lose their popularity more quickly if allowed to become cheap "catch-penny shows than by making them an annual event and maintaining a high standard.
Russian Surcharges,
After the evacuation of the Crimen by General Wrangel, many thousands of refugees Red from Russin to escape the vengeance of the Bolsheviks, and were housed in temporary concentration-campe over a wide area in Turkey and the Near East. Many of them had lost touch with relatives and friende in their flight, and so the Russian Ifendquartersat Constantinople acted as a clearing house for cor respondence passing between the camps and the outer world. As n special measure, stamps of Russia, Ukraine, Denikin's South Russian Army, and Russian Levant, were ercharged for use in connection with this postal curvico, but were "It is hoped to complete the par- withdrawn not long after issue, chase of the Manor House and allowing to representations by the the adjoining 30 acres running down to the lake," said Mr. Mobbs, "to give additional land to the church and transform the old Manor House into

It cannot be doubted that there stampa performed a legitimate and necessary postal function, although it might be regarded that they were more or less local in nature, and should be consigned to that section of collecting known as: "Locale." Whatever one chooses to classify them as it mart ho universally ad- mitted that they are not without interest, and if for no other reason might well be included in any general collection.
