(THROUGH REUTER'S AGENCY.]

SINGAPORE, June 27. It is officially announced that the Hong Kong "Practically a Chinese Government of Malaya is not pre- pared to introduce legislation as regards a six-day week.

Town."

It was a most difficult problem:: Hong Kong is practically Chinese town, and every effort is made to carry out the regulations. There was perhaps some danger of re- ducing the girls to a status of mere domestics, but the advantages of the abolition of the muita aystem outweighed the dangers

Proventing Admission of "Mei TER.

Dr. Shields added that he be lieved the Chinese authorities sin- cerely tried to prevent muitai from entering Hong Kong, but the disturbed state of China tended to make their efforts largely ineffee- tive.

Abolition of Brothels

In conclusion, he stated that the Government's policy was to abolish brothris. The new Governor of Hong Kong, Sir. William Peel, had conferred with the Secretary of State on this subject.

LOCAL "COMMENT. Asked for 11 expression opinion on the above message, the Hon, Secretary of the Anti-vi Puri Society-speaking unofficially- told Daily Press representative that the question of brothels was rather a delicate issue, and some- what outside the ordinary province of the Society. The message from London was too brief to explain precisely what Miss Turberville had in mind in putting the question, and consequently, it would be fun.. wise at this stage to make any detailed comment on the matter,

Uklid Adoption..

One point, said our informant, must be emphasised, and that is the need for a specific law govern ing the adoption of children, as is enforced in other parts of the British Empire.

Much of the evasion of the law which now goes on could be check- ed if the production of a certificate of adoption were demanded when a person describes a muitai as ap adopted daughter.

The Chinese Government is keen- ly alive to the necessity for abolish- ing the mai-tai system, and the Anti-ui-teal Society is in close touch with the Social Bureau in Canton as well as the Chinese re- presentative on the International Labour Bureau at Geneva. Recent ly a delegate returned from Europe to Shanghai to gather first-hand information regarding muitai and other phases of child slavery in China.

pealed to the Secretary for the Dominions also to deal with all proposals with an absolutely open mind, and to give an assurance that po methods or subjects would be barred from discussion.

Nothing to be Excluded. Mr. J. H. Thomas, Secretary for the Dominions, said that, speaking, for himself and the Government, they would exclude nothing from their considerations. They would discuss everything on its merits and with a single-minded desire to do all possible not only in the interests of our own country but in the in- terests of the Empire as well.

So far as he could see, the only thing likely to be excluded was the Referendum, because there was no mention of that on the agenda, As to the suggestion that representa- tives of the Opposition should at As regards the decision, to sus tend the Conference, Mr. Thomas pend tin production for three said if the Dominions would agree months, the leading miners' into it, so far as the Government was Perak generally are of the opin. concerned, they would welcome it. ion that the big European and Chinese mines should close down for two months, leaving the smal ler Chinese concerns to carry on. so that 30,000 coolies" will not be rendered idle, resulting in scri- ous conditions in the Kinta Yails. The opinion prevails that the Government should prohibit im- migration from China.

A large and representative meeting of the Malay tin pro- ducers passed a resolution recom mending (1) the stoppage af pro- duction unless the proposal for a two months "holiday" is adopt- ed; (2) that the Chamber of Mines should approach the Gov erament with the view to the in- troduction of legislation regard- ing a six-day week; and (3) that the Tin Producers' Association should consider a practical scheme to restrict output and an addi tional cessation of production for two months.

SUIT AGAINST THE CHINA MERCHANTS.

ENGINEER'S ACTION FOR BREACH OF CONTRACT,

In the Shanghai Special District Court, on June 21, a claim W heard in which Mr. S. Kolesnik, an engineer formerly in the employ of the China Merchants S.N., Co., sued the well-known Chinese abip pig company for $3,652, damages alleged to have been sustained by him due to defendant's breach of contract,

Dr. F. Wilhelm, who appeared for plaintiff, said that his client has been employed by defendants for nearly ten years as an engineer on board the str. Kiang-an, having joined the company on January 20, 10. On December 20, last year, he was dismissed, notice being given to him by Gavin Wallace, engineer superintendent for the de- tendant company.. Plaintiff claimed that he was entitled to six months leave after five years service and travelling expenses at the rate of £83 per trip. Dr. Wilhelm said that defendants had broken the agreement on account of the desire to replace foreigners by Chinese.

Judgment was reserved,

In due course an effective method of working will be evolved whereby A constant and vigilant eye will be kept on traffickers in this form of slavery in and around Hong Kong. It must be borne in mind (added our informant) that nowhere in the country is there so much ill- treatment of muistai as in South China; consequently every effort must be made to uproot the qvil.

The Governments of Hong Kong and Canton should closely, co- operate in dealing with this scan dalous state of affairs. The Anti Multeni Bociety has more than fulfilled its duty by calling atten- tion persistently during the past eight years to the hi-txi evil. According to the new programme, it is reliably stated that the Navy wil make up the shortage of one 3-inch gun cruiser by the building of one light type cruiser, while the shortage of 25,000 tons of sub- marines will be filled by mine- layers, light cruisers, and aero- planes.

It is believed that with the com- pletion of the new anyy defence programme, based on the London treaty, the imperial sanction of the Pact itself will be given earlier than was at first believed.
