Moscow, June 12. The highest factual authority in the country, a national conference of the ruling Communist Party, is about to open behind closed doors in the Great Palace of the Kremlin.

Over 1,000 delegates representing

local regional Party organizations throughout the Soviet Union will weigh the uchievements and the failures of their Party leadership during nearly two and a half years, since the meeting of the previous or fifteenth conference.

It may be recalled that the Pilots' Association asked the Chinotungpu not to issue certificates to foreign- era in order to prevent the latter from encroaching on China's SOT- ereignty and to prevent Chinese mercantile marine officers from being affected.'

In its reply, the Chiaotungpu says that it is well known that the number of qualified Chinese mer. cantile marine ofears is insufficient. to meet requirements.
