(i) The Collector may at all reasonable times require the pro- duction of any books, accounts, youchers or other documents relat ing to any totalizator, pari-mutuel or sweep promoted by any such racing club or association within his jurisdiction.
(iv) The duty required to be paid under this section shall be a debt due to the State in which the debt arises and shall be recoverable by any of the ways and means in force for the time being for the re covery of debts due to the State.
An Explanation.
At the end of the Bill, Mr. W. S. Gibson, Legal Adviser, F.M.S., explains that the Bill represents à Stamp long promised Federal Enactinent, and re-enacts such por- tions of the Stamp Enactments, 1897, as have not been included in the Estate Duty Enactment, 1920. For obvious reasons the Bill and the recently passed Stamp Ordin- ance of the Straits Settlements have been as far as possible assimilated, though impressed stamps are not introduced in the Federated Malay

The polo matches between the K.O.S.D. and "Odd Lola," and Headquarters and Civilians both resulted in drawn games, all four sides by a coincidence scoring a couple of goals each.

The games were fast and a happy growd of spectators turned out to watch them Play was of a high standard and some good riding was
