This return flow tends to restore international equilibrium, which had been dis- turbed by our importations of gold ir preceding months of the year, and to promote more normal credit conditions the world over. Fall of prices on New York Stock Ex- changes has been acompanied by similar movements on the Stock Exchanges of Europe, and the aggregate effect is a substantial levering of interest rates in all moner markets.

The average value of rubber fell fell from approximately 37 çents in 1939 to 32 cents last year, but the increase in shipments more than compensated for this drop.

Rubber imports rose from 149,787 tons in 1028 to 161,504 last year, and rubber exports rose from 108,003 tona to 577,202 tons.

The gross value of rubber exporte rose from $329,000,000 in 1928 to: Forward Settlement Days-Jan-8432,000,000 last year, and that in uary 24, February 20, and March 25, spite of a 16 per cent. fall in price.

Washington, Jan. 11.-Mr. Ralph Jones, & Virginia cotton merchant, testified before the Senate ccm- mittee investigating cotton prices and declared that present depressed prices are due to manipulation in the cotton exchanges.

Bullish operators driven out of the market by a "big straddle" on the part of manipul ators, Mr. Jones said.

He declared that W. L. Clayton of the firm of Anderson & Clayton, in Houston, Texas, wields the big- gest single influence on the market. "Mr. Clayton is the king of all cotton manipulatore," the witncas asserted.

Mr. Clayton recently testified against the increased Firm Board' lour to the growers. In the sourse of his testimony, Mr. Jones said them ashab - amigorfaend Ipan would cost Mr. Clayton G85,000,000.
