perienced shipmaster that the pre- sence of armed guards was the most practical proventive mensure against piracy, and this remains the most effective form of protec tion. These measures have so far proved 100 per cent, efficient, for since the introduction on British ships of armed military guards after the Anking outrage last year; no attempt at piracy has been ever made on a ship so protected. Now, for some reason, there is talk of these military guards being with- ress drawn at an early date, and the suggestion is not looked upon with any favour by the officers of the ships affected Conditions in the China ports at which these vessels call, and in the hinterland, have not proved to such an extent as to suggest that piracy is no longer Tegarded as a paying profession. The unsettled conditions still exist ing throughout China rather tend to encourage desperate outragen such as banditry and piracy, and it is common knowledge that arms and ammunition are always avail- able to anyone who has the price to pay for them.

FISHERMAN SHOT.

ARMED ROBBERS ACTIVE IN

PING CHAU,

A belated report has reached the Police to the effect that three armed men carried out a raid on Wednes- day on a house in the Ping Chau district occupied by a fisherman and his wife and their son and daughter. in law.

·

The men got away with money and jewellery to the value of.. 81,300, which included ten 8100 notes. In the course of the robbery, the master of the house, who is said to have attempted resisting the rob bers was shot in the chest, and the injury, it is feared, may prove to be serious.

Fire Brigade Display.

The annual drill display of the Hong Kong Fire Brigade, including the finals of the competition drills, will be held in the compound of the Central Police Station on Wednes day, November 27, at 3 pm. The brigade always put up an interest- ing display, and a good number of people regularly accept the cordial invitation to members of the public to attend and watch the pro- ceedings.

Singapore Again.

Önce more it has been necessary for the British Government to ex- plain to Conservative members of the House of Commons that there has been no change in the Singa- pore policy." The scheme for building a great naval base has, not been abandoned, but for reasons quite obvious it has been decided to slow down operations pending" the outcome of the Naval Confer- ence to be held in January. It is admitted that the Dominion Gov- ernments concerned had not been consulted regarding this step: they had been advised of it, but their was not preliminary approval

sought. Mr. Amery-who Colonial Secretary in the last Ad- ministration--was not at all satisfied with Mr. Ponsonby's account of what had occurred, or of what is to happen. An assurance having been given that the Dominions con- cerned would be consulted it and when any new decision regarding the Singapore scheme had to bo made after the coming Naval Con- ference, Mr. Amery said he wanted to se consultations made before, But the Conference, not after. John Bull is putting up by far the greater portion of the 11 million, sterling estimated to be spent on the Singapore scheme, and surely can be allowed the privilege of saying whether work can be släcken- ed for a couple of months-not "abandoned, but merely slowed. down. If the Dominion Govern ments had been asked for their views before" this decision was taken by the British Government, the Naval Conference probably would have been concluded before the leisurely exchange of views " between London and the Dominion capitals had come to an end. As we have already said in comment- ing upon this matter, the British Government has made generous gesture to Japan. It, une fortunately, it proves unavailing, work can be pushed on again with- out seriously affecting the value of the Singapore scheme. On the other hand, if Britain's friendly notion is productive of the results honed for, that gesture will prove well worth while.
