The cotton yarn market remains quiet and prices are still low. According to a Shanghai telegram, stocks are exceedingly short there and the prices have risen by half a lael.
There has been a growing demand for cement by local constructors and builders. Another consign- ment of 938 kegs were imported from Hong Kong on Saturday and Sunday.
The price of raw silk has slightly improved owing to the partial failure of the present crop, and consequent shortage of supply. On Monday, however, only 100 balen were sold the price being H.K.8980 per picul for No. 14/16,

U.S. IMPORTATION OF SILK.
SUBSTANTIAL INCREASE DURING FIRST HALF OF YEAR.
Washington, Official statistics reveal the fact that raw: silk im parts are the largest, from a standpoint of value, that they have ever been in the history of United States textile imports.
Receipta have increased from 8179,000,000, for the Arst half of 1998, to 8108,750,000 during the first half of this year.
Japan supplied 85 per cent, of the imports and China supplied 12 per cent.
China's silk in international trade. The industry must first of all re- cover its health before it can stand against the kecu.competition in the world market K
Causes Inside and Outside. The degeneration of China's silk industry may be attributed to causes both internal and external, continued" Mr. Wang. In every country there must be some special production in which the State co- io. joys a special trade. Silk, for stance, is a special product of which China has for 4,000-years been proud and it is on this that mil- lions of our fellow countrymen de- pend for a living. To be brief, this industry might fairly well repre- sent the livelihood of the masses in China When our country first entered into business relations with foreign countries, she was more than able to cover her imports with the export of silk alone; but now with the keen French and Japanese competition China loses heavily in her foreign trade.
Fallowing the loss of her exports she has been and still is overloaded with imports. According to our late leader Dr. Sun Yat Sen, China loses about #500 million annually in her international trade.

Then turning our attention to the conditions at home, Mr. Wang went on, ene cannot help weeping. With but a glance over the stores along the street, one may see them full of linen, cotton and woollen piece goods imported from foreign countries. Again, the masses' pre- ference for imported articles serves as another principal factor in the failure of China's silk industry.

In conclusion Mr. Wang said that to save China's silk industry was the first step towards the settlement of the People's Livelihood, which formed one of the main principles of Dr. Sun's doctrine.-Kuo Wen.
