By their announcement that the new Customs Tariff is to come into force on February 1st aext, the Chinese have at last made reality of what was agreed more than eight years ago in the Washington Nine- Power Treaty on the Chinese Tariff, states the Financial News. By that treaty it was laid down that three months after ratification a general conference should be calied Tariff Revision. The useless bicker. ing which delayed the Conference's meeting for three sad a half years need not be recapitulated. When the Peking Conference at last was called in 1923 it had time, before the country's disorders made nego- tiation impossible, to draw up a suggested schedule of tariff duties. It is this schedule which is now to came into force.

London does not regard the new tariff to be at all excessive and the opinion is advanced that if it is adhered to some of the luxuries will have less to pay than under the present haphazard levies; and duties have, in point of fact, been paid lately on a large number of other goods beyond those duties which are allowed by treaty. For England it certainly might be very much worse; our chief exports are in the low classes, whereas import- ant exports of others countries tr.g, kerosene from U.S.A.) are higher up the list.
