This has revealed in British India or anywhere else: one of the most important monu-in indeed, in several States, demo-ments of Constantinople. Its posi cratic institutions of one kind or another are already in existence, while in the majority of State there still remains that intimacy of contact between the governed and the governing classes, for which the reformed constitution of British Tadia is only a Western-manufac- tured substitute.

The States Governments are anxious because they believe that the States are losing their place in India, that British India has imperceptibly acquired control over their destinies, and that the mes sure of this control is likely to in- crease in the near future. The States claim that British India is only ace part of India, and not the whole country.

For such an attitude there is much to be eaid. The States.com. prise almost half the area of India proper, and if their population is only some 70 millions, the fact is principally explicable on the ground that their natural resources are relatively undeveloped for want of capital. Their economic potential ties are enormous: But their real importance is political. The Crown Supreme. The States gladly acknowledge the paramountey of the Crown; but they believe that the para mountcy relationship involves de- finite rights and duties which bind each partner to the bargain. They realise that Britain has pledged herself, through the mouths of her Monarchs, to preserve the righta of the States; but during the last hall-century they have seen things being done by us which seem only explicable on the aesumption that in the last resort State rights must give way to the demands of British Izdia.
