In a resolution passed by the Can. ton Kuomintang, these people are severely criticised as having "taken orders from the Third Internation- i Bio"

INADEQUATE TRAFFIC REGULATION?

INCIDENT OUTSIDE THE KOWLOON FERRY WHARF.

INSPECTOR JAMES, MR. HAYNES AND A WHITE PAIR OF TROUSERS.

A very interesting case was heard at the Kowloon Magistracy yesterday afternoon, when Mr. Leslie E. Haynes, the defendant, told the Magistrate that, there was a total lack of traffic regulation outside the Star Ferry Wharf at Kowloon. It was also brought out during cross-examination that rickshas from the stands outside the Ferry Wharf were in the habit of rushing out for fares without obeying the signals of the traffic constable on duty. In fact it was stated by the Indian constable that it had never been his Another matter of duty to signal to the rickshas to come out. importance was that on rainy days, the traffic constable did not work his light signals, and that he would direct the traffic the best he could with his hands.

"

Mr. Haynes who was summoned for driving his motor car in a dangerous manner and for knocking down Sub-Inspector James on June 2nd at about 1.33 pm, conducted his own case. He ad mitfed that he collided with a ricksha and maintained that he was not driving his car in a-dangerous manner. He said, and his evidence was corroborated by the ricksha coolie, that at the 'Police Station he offered to pay compensation for the damages to the. ricksha, but that the coolie was told not to take the compensation. The case would have ended there, Mr. Haynes said, had he offered to pay five cents to Sub-Inspector James, whose pair of white duck trousers he had soiled.
