The Political Council in Canton -has-set #p-n-Commission of Recon- struction to recommend measures to the Council for the rehabilitation of Canton. This is the first real move in this matter made by the Govern- ment, and if the body appointed sets about its task properly it should be able to accomplish work "of vital importance to the City.

At present there is not much public confidence in the Govern- ment's more, the general iden being
