EXECUTION SQUAD TO RIGHT MATTERS.
Ong immediate effect of the band offer sacrilices. temper of the Trades Union Con- gress to which I referred in my last article-the Congress having broken off official relations with Russia and denounced the Communists in this country-is to inspire confidence in the market for British industrial Securities. At the moment brokers cannot secure enough stock to meet the demands which are being made from, foreign as well as from British investors. There is a further signi- ficant fact that in spite of the pre valence of unemployment the value of many kinds of securities, such as coal, iron, steel and railways has improved. Indeed, I hear that many people are even transferring capital into industrials from proft able foreign shares.
Generally speaking, the baro- meter sets fair for the future of our trade and finance, the belief being that the mischief-makers have been put in their place, and that at last the Trade Unions are convinced that their interests lie in co-operat ing with Capital to restore British industry, instead of following the lead of agitators under alien in fluence whose mission in life is to so discord in every conceivable direction.

Great preparations were made, four of the chief tanks, including the Bank of Chine and the Bank of Communications, were appointed to amist the Provincial Bank in paying out ready money, and it is said that $50,000,000 in silver and Government bank notes were ready. The crowds blocked all the traffic for a good distance cach side of the bank, and, after paying oat for about two hours on the 15th, and again on the 16th, the Provincial Bank closed its doors by order of the Governor.
The reason for this sudden stop- page of payment was published a follows: Maty unscrupulous traders and bankeks were buying; up provincial cete) at a discount and then exchanging them at face value. One large bank had receiv. ed two million dollars to pay out. but stopped after paying a small fraction to the generat bublic, and was using the ready money to offset its own long-kept pile of Provincial Bank notes The manager of this particular bank is in prison, to- gether with about twenty managers of smaller banka, who all are accus ed of discounting the Provincial Bank hotes, and several banks have bera confiscated by the Governor. The proclamations on the city gates orare in very strong language, and threaten instant decapitation of any tradesmen found receiving Chang's totes at a discount.
