A very large number of such tickets were issued, and in due course a meeting was called. which took place on September 29th and was packed with enthusiastic members, į who decided to form an organiza- tion and elected a leader in the per- son of Mr. Bernard Firth.
Mr. Fessanden's Remarks. Subsequently, at a banquet given in his honour at the Shanghai Club. on the occasion of his birthday, and i relerence to a message sent him by the newly formed Shanghai Fascisti congratulating him and assuring tis of their loyal and wholehearted support, Mr. Stirling Fessenden passed a few remarks re- garding the new movement which appear to bave been misunderstood or misinterpreted by many of those who heard him. What Mr. Fessen- den aid in effect was that while such an organization properly run and controlled might do a lot of good he felt it his duty to warn them that if it got into the wrong hands it might do untold harm. The leaders would have to be ex- tremely careful to keep the move- ment in the proper hands and under proper control, and refrain from doing anything or allowing anything to be done that would embarrass the Council in the diff cult task of administering this polyglos community, or the repre sentatives of the home governments in their efferts to bring "about a settlement ci the satisfactory
