Surely vessels of our own "bush hush" type, possess ed of a speid which would enable them to take a part in the opera tions for which they were detailed to act as mobile bases, would be very much more suitable.

That our own Admiralty are not unimpressed by the arguments of what may be called the anti-battle ship school is certainly suggested by the proposal submitted by Mr. Bridgeman to the Three-Power Conference to limit the future capital ship to 25,000 tons in dis placement and to 13.5-inch guns in armament. This would mean re- verting to the Iron Duke type.
It may be true to say that functions should bare no relation to type, within limitations, of course; that if the battleship is justified at all she is justified in her most power- ful form. This appears to be the American view, and, at any rate, it has the merit of expressing & definite conviction. Time was when we built ist class, 2nd class, and coast-defence battleships, pre- sumably dh much the same line of reasoning which produced line-of- battleships ranging from 64 to 120 guns. But for a good many years past we have followed a uniform policy of successive "last" words." The British proposal at Geneva is not so mach a compromise a stabilizing of the "last word" at A standard which is quite adequate to all the needs of naval warfare. Restricting arraaments means re ducing something somewhere.
