When the Peking raid on the Soviet Embassy took place, there were nat a few here who stuck their tongues in their checks, declaring that Marshal Chang Two Lin and the Northern militarists, threaten ed with extinction, would stoop to anything. In other words, a good number of people here resolutely refused to pay any very special credit to the Peking disclosures.

The raid on Arcos House was re- garded in quite a different light. The news of the raid caused a sen sation and people hère took it for granted that the London authorities would not sanction such measures unless the evidence it possessed was based on the best information. Later, the thorough-going manner in which Scotland Yard and the British authorities set to work made people even more convinced that the raid was based on good infor mation.

On this point Professor Sombart He advances a bold suggestion. suggests that war will revert to the form it took in the days of chivalry, when man was measured against man, sword against sword, and courage against courage. This idea may appear unduly romantic, but it is the logical consequence of the conditions brought about by over-civilisation. Man, in general, is incomparably more intelligent to-day than he was in past cen- turies, but this is due to pedagogic. success rather than to physiological development, and it is probable that if modern man were deprived of his spiritual and material luxuries he would speedily become the hardy fighter of former times.
