The Results.
our airmen never once succeeded in hitting the Zeebrugge locks at all.
We are rather apt to measure our attack by memories of the raids over towns and cities during the war. Aeroplanes dropping bombs over a wide, thickly-populated area "can scarcely fail to indict mischief. The moral effect of this sort of warfare is a very debatable point, but the military value of it was almost negligible.
In our view the aircraft is very much more useful to the Navy for reconnaissance work and for driv ing off hostile aircraft than for at- tacking warships. We have yet to learn the extent to which warships can effectively defend themselves against aerial attack. To bomb an unresisting target is one thing; to bomb a ship which is replying with ber anti-aircraft guns, zig-zagging, and emitting smoke screens is quite another matter. We may admit that a fleet at anchor might offer a She target if it could be surprised, although in wartime it is the par- ticular business of an admiral not to be suprised-Nasal and Military Record.
