BRUSSELS, Jan. 14th. On receiving the British Mem- brandum on China, the Belgian Goverment immediately expressed its sympathy with the sentiments of it particularly as regards the legi timacy of the national aspirations of China and the question of non- intervention in Chinese affairs.
The Belgian Government also de clared itself in favour of the im- mediate and unconditional grant- ing of the Washington Surtaxes and also the immediata application of the recoirmendations and reform as regards extraterritoriality.
The Belgian Reply was handed to the British Ambassador at Brussels on January 11th and states that the Belgian Government shares the British Government's completely cpinion that it is impossible to refuse complete sympathy with the National movement which aims at securing for China & footing of equality among the Nations. The Belgian Government is happy to state that this opinion corresponds with that of the French Govern- ment as indicated after the receipt of the Memorandum

temporary dificulties may arise to its traditional senti- ment of friendship and liberalism.
The Belgian delegation to the Washington Conference in 19 de monstrated a spirit of conciliation of the broadest character and the Belgian delegates at the Tarifi Conference in Peking were instruct ed to show themselves as favourable to the grant of tariff autonomy to China, and to grant it immediately, nct only the Washington Surtaxes but even agree to taxes higher than those envisaged.
